Chelsea were linked with a move to sign the 28-year-old Serie A man in the final days of the transfer window.
And Biabiany's agent, Davide Bega, has now confirmed the Blues interest.
When asked if Chelsea made a move, he told Italian outlet CalcioMercato: "Yes, I can confirm that.
"Conte wanted him and personally talked to Jonathan to persuade him to move to Chelsea.
"Chelsea's offer, however, was late.
"They called us on Sunday night and the transfer window was closing two days later.
"There was no time to finalise a deal."
Biabiany is under contract with Inter until June 2019.
But he has made just three Europa League appearances this season
